Be it resolved by the municipal council, city of Logan, that the following meeting room policy be adopted for the Logan City Hall and Library;
Wheras, the use of public meeting rooms in the City Hall and Library is one of the services provided to the citizens of Logan City;
Now Therefore, the Library Board and Logan Municipal Council adopt a policy guaranteeing fair use by all as follows:
Subject to prior reservation, meeting rooms shall be available without charge for public meetings of educational, cultural and civic groups.
Admission to these meetings may not be subject to charges of any kind.
Political organizations, unions, commercial, or religious groups may use rooms to conduct public meetings subject to a rental fee.
$5 per hour shall be charged for meeting rooms in the Library, which shall be paid in advance. $10 per hour shall be charged for the large meeting room in City Hall, which shall be paid in advance.
Regular, repetitive use by entities that are substituting this site for commercial areas in the community shall be discouraged.
Permission to use meetings rooms shall be denied any group whose purposes or actions are illegal or whose conduct interferes with the activities of the Library or the conduct of city business.
Use of the meeting rooms does not constitute endorsement by the city of points of view or subject matter presented by room users. No advertisement or announcement implying such endorsement shall be permitted.
The city is not responsible for loss or damage to materials belonging to individuals or groups using the meeting rooms.
A $20 deposit shall be charged to individuals or groups using meeting rooms and kitchen facilities; a $10 deposit shall be charged to individuals or groups using meeting rooms only, which shall be paid in advance. Such deposit shall be refunded upon return of the room key.
$10 shall be charged for rooms left untidy.
The cost for repairs or damage to the room or furnishings shall be levied against the room user.
Scheduled meetings shall coincide with the Library's or the City's public service hours except by prior permission of the Library Director or Mayor.
The Municipal Council Chambers may be used with prior permission of the Mayor.
