ANNUAL REPORT 1998



INTRODUCTION



The theme for National Library Week for 1998 was "Connect @ the Library". Normally this type of terminology causes one to think of computers. The library, however, thinks of connecting in more than just technological terms. The library provides connectivity through a variety of methods, formats and means. In this way the library is able to meet the variety of requests that come from every part of the community and enables everyone the opportunity to learn, to experience, and to enjoy the resources that are available.

DEVELOPMENT AND USAGE OF RESOURCES


A review of the statistics for the year shows that the library's resources are continuing to grow steadily and that the usage of these resources has also continued to increase. Audiovisual materials continue to be very popular but the usage of the print collections remains the mainstay of the library's resources.

During 1998 the library was able to expand the CD-ROM collection started in 1996 which now includes 553 items. This collection was divided into adult and juvenile CD-ROMs during this past year in order to improve access for the public. The library also started a new audiocassette collection for Young Adults which now contains 156 sound recordings.

UPGRADES AND IMPROVEMENTS IN AUTOMATED SERVICES


During 1998 the library upgraded its library management software from Version 32.1 to version 33.0. The library also added the DRA Taos Web2 product to the library's home page making the catalog available to the public through the Internet. Throughout the year we have continued to improve this product, which not only allows the catalog to be searched off site but also allows the library card holder to renew books, place holds, check their on loan list and their delinquencies through the internet. The number of hits on the library's home page has increased from an average of 200 hits per week to nearly 900 hits per week by the end of the year. We continue to receive very positive comments from those who are using this service.

During 1997 the library began the "Road to Taos". This is the name of the process that will move the library's automation from a DOS based environment to an NT Windows based environment. Throughout 1998 the library continued to progress through the steps required for this change. It is expected that the conversion process will be completed sometime in 1999.

The library continues to participate in the State Public Library Network and receives the benefit of this cooperation. We continue to receive the IAC Infotrac database that provides over 1,000 full-text periodicals, plus newspapers and encyclopedias on line. We also receive the Salt Lake Tribune and the Deseret News full-text with associated archives collections. The ABI/Inform business periodicals database with over 1,500 periodicals was also made available to us during 1998 as well as the Wilson Biographies online. This statewide cooperative effort has made resources available to our library that otherwise would be beyond the financial capabilities of the library. During 1998 the library has been working on the capability of making these resources not only available in the library but also in the homes of library card holders throughout the City. We expect this to be possible in the near future.

POLICY CHANGES AND AGREEMENTS


The library board has continued to fulfill its responsibilities to the library. During 1998 the interlibrary loan policy was reviewed and updated and the computer use policy was also reviewed and updated. The library board also approved the use of an Internet management software program to assist the staff in carrying out the intent of the computer use policy of the library.

During 1998 the City, with support of the library board, offered contractual agreements to all of the incorporated cities in Cache County. The offer specified that we would provide full library service to any city in the County that would pay the equivalent of the same rate that Logan was charging its residents which was .000899 certified tax rate. While we received some polite responds no city in the County choose to accept this offer.

Towards the end of the year the library received a proposal from Weber County Library to enter into an inter local agreement allowing for reciprocal borrowing between the two entities. This agreement was approved by the library board and the City Council and went into effect on January 1, 1999.

SUMMARY


The Logan Library has continued to grow and to develop its resources throughout 1998. The library will continue to provide strong print collections as it has in the past. These print collections will be coupled with increasing amounts of full-text computer resources that will supplement the print collections. The library will continue to develop online resources, as well as the ability for the average Logan citizen to access these resources, as the library fulfills its mission of providing a variety of informational, educational, and recreational resources to all the people residing in the City of Logan.
