Roy Bullen was born on December 12, 1877 in Richmond, Utah. His parents were Herschel Bullen and Mary Josephine Whittle. He married Annie Nibley on October 20, 1911 and had six children. He died in Salt Lake City, Utah on November 30, 1930.
Mr. Bullen was made city engineer of Logan on January 1, 1914 which position he held until made mayor. He was also a prominent local businessman, having been president or vice-president of a variety of companies in and around Logan.
Mr. Bullen was appointed mayor of Logan City in April 1917 after the resignation of Preston A. Thatcher. In November 1917 he was elected to the office. Of particular interest to him was the construction and improvement of public roads.
