Desmond Launfal Anderson was born May 23, 1923 in Logan, Utah. His parents were Nils Anderson and Emily Hendricks. He married Loila Rae Funk on August 10, 1948 and they had five children. Mr. Anderson died in Logan, Utah on January 19, 2010.
Beginning in 1968 until 1971, Mr. Anderson worked for the U.S. Department of State Agency for International Development to establish a National Defense College in South Vietnam. While there he served as the director of their National Institute of Administration. Among his many contributions to local civic and charitable organizations, Mr. Anderson was the secretary/treasurer of the Logan Island Irrigation Company for many years.
Mr. Anderson was elected Mayor of Logan in 1974. He was known for his efforts to beautify Logan and make it an example to other municipalities of similar size. He worked to create parks, festivals and fairs, and a solid long-range plan for the growth of the city. Greater cooperation with other communities in Cache County was also a hallmark of his term in office. Working with the Utah legislature, he crafted legislation which allowed Utah communities to choose a mayor/council form of government which Logan now enjoys.

July 1 ~ A change was made in Logan municipal government: a mayor and two commissioners was changed to a mayor and five member council. Logan was the first community in Utah to adopt this form of government. 2

April 12 ~ An agreement was made between Logan City and Cache County. This agreement passed ownership of the library which had been shared to Logan City exclusively. Ownership was transferred in exchange for seven free years of library use by Cache County residents outside of Logan. 6, 32
