2.13 Patron Behavior and Library Use Policy

2.13.01 Patron Behavior Policy Statement

All people are welcome to use the library and have access to information and library resources. In order to protect library users' right of access, ensure the safety of users and staff, and protect library resources and facilities, the library prohibits activities that are illegal, interfere with the use or enjoyment of the library by others, present health or security risks, damage library resources, or disrupt the normal flow of library operations.

2.13.02 Patron Behavior

If patron behavior interferes with the use of the library or disrupts the normal flow of library operations but does not require external intervention immediately, the library employee with the assistance of another employee will follow these steps:

  1. Inform the patron that the behavior is inappropriate and if it is not stopped, they will be asked to leave.

  2. Ask the patron to leave if the inappropriate behavior does not stop.

  3. Call the police (911) if the patron refuses to leave or becomes threatening in any way.

  4. File an incident report with the director of the library.

  5. If any patron's disruptive behavior is repetitive or of a serious nature the library director is authorized to ban the patron from use of the library for any length of time as seems appropriate for the inappropriate behavior. Any attempt to violate such a ban by entering the library will be considered trespassing and law enforcement may be contacted to remove the individual.

  6. Any patron that has been banned from the library and wishes to appeal that decision may do so through a written request to the Library Board of Trustees. It will then be left to the Board's discretion to determine if and how to proceed.

2.13.03 Behaviors That Are Prohibited or Inappropriate in the Library

  1. Destruction of property (either that of other patrons, staff, or the library).

  2. Physical abuse (such as an altercation between two patrons or physically abusive behavior directed at a staff member).

  3. Verbal abuse, whether directed as another patron or a library staff member.

  4. Exhibitionism, sexual advances or abuse, and lewdness.

  5. Theft.

  6. Extreme obscene language and profanity.

  7. Consuming liquor or using illegal drugs on library premises.

  8. Intoxication.

  9. Unauthorized soliciting or sales in any form.

  10. Smoking

  11. Brandishing or displaying weapons in a threatening manner.

2.13.04 Other Unacceptable Conduct in the Library

  1. Excessive eating and drinking in public areas; and/or creating and leaving an untidy, dirty, littered or debris-strewn area in the library.

  2. Snoring

  3. Excessive noise or loud talking.

  4. Offensive body odor and/or poor personal hygiene.

  5. Leering/staring/stalking.

  6. Ignoring or resisting any reasonable request or directive given by a library employee.

2.13.05 Nursing Mothers

  1. The library supports a woman's right to breast feed her infant in public areas as provided for by Utah State Statute.
